Can you replace just the damaged part of a shutter curtain?

Usually, yes. Individual laths can be removed and replaced as long as the profile can be matched.

Should I repair or replace an old roller shutter?

Repair is sensible when the box, barrel and most of the curtain are sound. Replacement is worth considering when the motor, curtain and guides are all worn or the shutter is badly damaged.
